Russia has issued an extraordinary warning to foreign diplomatic missions in Kyiv, urging them to evacuate staff from the Ukrainian capital ahead of what Moscow described as a possible “retaliatory strike” if Ukraine disrupts Russia’s upcoming Victory Day commemorations on May 9.

The warning, delivered by Russian Foreign Ministry spokeswoman Maria Zakharova in a video statement posted on Telegram, marks one of the clearest public threats by Moscow since the war began more than four years ago. Russian officials said any Ukrainian attack linked to the annual military parade in Moscow’s Red Square would trigger a major response against Kyiv.

Zakharova said Russia had formally notified foreign embassies and international organizations accredited in Moscow to ensure the “timely evacuation” of personnel from Kyiv due to the “inevitability” of retaliatory military action should Ukraine target Russian territory or symbolic events during the World War II Victory Day celebrations.

The warning comes amid escalating tensions between Moscow and Kyiv following a series of drone strikes deep inside Russian territory, including attacks near Moscow in recent days. Ukrainian officials have not directly commented on the latest Russian threat, but President Volodymyr Zelensky has repeatedly accused Moscow of using ceasefire proposals and public holidays as political tools while continuing missile and drone attacks on Ukrainian cities.

Russia had earlier proposed a temporary ceasefire around the May 9 commemorations, which mark the Soviet Union’s victory over Nazi Germany in World War II. Ukraine rejected the proposal as insufficient and instead called for a broader and longer humanitarian truce. Fighting has continued across several front lines despite both sides publicly discussing pauses in hostilities.

Analysts say the Kremlin is increasingly concerned about the symbolic and political impact of Ukrainian drone strikes on Moscow ahead of Victory Day, one of Russia’s most important national events. Recent attacks forced temporary airport closures and heightened security measures across the capital, while reports suggested Russian authorities fear further disruptions during the parade attended by senior officials and foreign guests.

The latest Russian statement has intensified fears of a major escalation in the conflict. Western diplomats in Kyiv are reportedly reviewing contingency plans, though no major embassy has yet announced a full evacuation. Several diplomatic missions have previously reduced staffing levels during periods of intensified Russian bombardment.

Military observers warn that any large-scale strike on Kyiv could involve ballistic missiles, drones, and precision-guided weapons similar to previous Russian assaults that targeted energy infrastructure, government buildings, and residential areas. Russia has significantly expanded its long-range strike capabilities over the past year, including the deployment of advanced missile systems capable of carrying conventional or nuclear payloads.

The renewed threats come as international efforts to secure a broader ceasefire remain stalled. Both Moscow and Kyiv continue accusing each other of violating proposed truces while intensifying military operations on the battlefield.

With Victory Day celebrations only hours away, global attention is now focused on whether diplomacy can prevent another dangerous escalation in Europe’s largest conflict since World War II.
