Russian authorities have announced that they are seeking the arrest of Telegram founder and Chief Executive Pavel Durov, accusing him of complicity in terrorism in a dramatic escalation of the Kremlin’s long-running confrontation with the popular messaging platform. Russian security officials say Durov failed to prevent Telegram from being used for activities they allege supported terrorist operations and other crimes.
