Saudi Arabia has approved a new General Education Law through a royal decree, marking one of the Kingdom’s most significant education reforms in recent years. The legislation establishes a comprehensive legal framework aimed at improving governance, enhancing educational quality, protecting the rights of students and teachers, and aligning the school system with the goals of Vision 2030.
The new law introduces a clearer structure for managing general education by defining the responsibilities of the Ministry of Education, the newly established General Education Affairs Council, and other relevant authorities. Officials say the reforms are designed to strengthen policy coordination, improve oversight, and ensure greater accountability across public and private schools.
A key feature of the legislation is the creation of the General Education Affairs Council, chaired by the Minister of Education. The council will oversee national education strategies, regulate learning pathways, recommend academic calendars, supervise virtual and private schools, and help shape teacher employment policies.
The law also encourages greater participation by private and non-profit organizations in the education sector, with the government aiming to attract investment, expand educational opportunities, and improve service quality under a clear regulatory framework.
In addition, the legislation emphasizes the rights of students and teachers, requiring schools to provide safe, supportive, and high-quality learning environments. Families are also expected to play a stronger role in supporting students’ educational journeys.
Education Minister Yousef bin Abdullah Al-Benyan welcomed the royal approval, describing it as a major step toward modernizing Saudi Arabia’s education system and improving its operational and regulatory framework. Officials say the law supports the Kingdom’s long-term Vision 2030 strategy by preparing students with the skills needed for a knowledge-based economy while strengthening governance and expanding access to quality education.
