India’s digital payments revolution, hailed as one of the world’s biggest success stories in financial technology, is now facing a growing challenge: who will pay for the system that made instant, low-cost transactions possible?

The country’s Unified Payments Interface (UPI) has transformed everyday payments, allowing millions of people to transfer money instantly using smartphones. From street vendors to large retailers, digital payments have become deeply embedded in India’s economy.

But the extraordinary scale of UPI comes with a financial cost. Banks, payment apps and technology providers must maintain the infrastructure, security systems and fraud-prevention networks needed to process billions of transactions. At the same time, the system has been designed around extremely low or zero charges for consumers.

That model is increasingly raising questions about sustainability.

The government has supported the ecosystem through incentives, helping payment companies and banks absorb some of the costs. However, as transaction volumes continue to climb, pressure is mounting to find a long-term model that can keep digital payments affordable without leaving service providers to shoulder ever-growing expenses.

The debate is particularly important as India seeks to expand digital payments beyond major cities and bring more small businesses and consumers into the formal financial system.

Supporters argue that maintaining low-cost digital payments is essential to India’s broader digital economy. Critics, meanwhile, warn that subsidising a rapidly expanding network indefinitely could become increasingly expensive.

India may have demonstrated how to build a digital payments system at unprecedented scale. The next challenge is proving that the miracle can also pay its own bills.
